Senior Program Manager

Position Description
The Senior Program Manager will work as a member of a small team for the Australian Agency for International Development (AusAID), based at the Australian High Commission in Colombo. AusAID is the implementing agency for the Australian Government’s development cooperation program (further details at www.ausaid.gov.au).

You will work under the limited direction of the First Secretary Development Cooperation, and will have prime responsibility for effective planning and delivery, monitoring and evaluation of Australian support in key sectors of focus.

You will build relationships and engage, including at a strategic level, with a range of key partners and stakeholders in-country and within the region. You will work closely with your AusAID colleagues in Colombo, the region and Canberra to provide high level advice, and prepare key submissions and briefing. You will be expected to attend and report on key meetings and represent AusAID’s views and policies including to whole-of-government partners.

The basic salary package will be in the range of SLRs 2,000,000 – 2,400,000 per annum; depending on relevant experience and skills. The successful applicant will be offered a 2 years contract, subject to completion of a 3-month probationary period.

Key Tasks/Duties
Under limited direction by the First Secretary :
• Ensure effective planning and delivery of Australian support in key sectors of focus. This includes pipeline development, risk management, monitoring and reporting on program performance.
• Monitor the performance of implementing partner development agencies, attend key meetings and maintain regular contact with key staff in partner agencies.
• Undertake coordinator responsibilities for key AusAID program management tools (in particular Finance and AidWorks) for the Sri Lanka and Maldives programs.
• Represent the Agency as appropriate to other donors, multilateral agencies, the NGO sector, as well as local communities, on sector related development issues.
• Prepare 6 monthly state-of-the-sector reports for key sectors.
• Prepare relevant briefing, submissions, minutes, talking points and press releases.

Selection Criteria
Essential
• Tertiary qualifications in a relevant field.
• At least 5 years relevant work experience
• Demonstrated capacity in the effective development, delivery and assessment of development assistance in relevant sectors.
• Flexibility, judgement, responsiveness and capacity to engage effectively in cross-cultural settings and demonstrated performance in achieving outcomes.
• Highly effective communication and negotiation skills, including the ability to engage with key stakeholders in the development assistance field.
• Well developed written communication skills.
• Ability to accurately monitor and report on program finances.
• Capacity to learn and update aid management databases
